That's because it was Dynamix's main project in the late 90s and what they devoted most of their resources to. They actually made other games around that time just to get enough capital to finish the R&D for Starsiege (like Trophy Bass 3D).
Tribes was, at first, nothing more than a pet side-project of Jeff Tunnell, Tim Gift, and Ken Embery to see how far the Darkstar engine could go. It wasn't until after release that everyone realized it was a great game in the making and fit perfectly as a direct competitor to UT and Quake.
